I have recently experienced with the setting of Global parameter that does not work at all. I go into the global paramter setting and I made a few setting changes, however after I click on save and the test the page it does not apply at all.

I check the article parameter and they all sets to use "use global". I try everything and nothing seem to work.

Finally I figure it out what's wrong with it. You must configure the parameter in the front page menu item parameter to use the global setting. After changing the parameter in the frontpage menu item all the icon goes away and I can make the title linkable on all pages.

Hope this help because it take me ages to find out.
