What is a charset? The term charset, is short for “character set”. Charsets are identifiers used to describe a series of universal characters used in web and internet protocols such as HTML and Microsoft Windows. Here is an example for Charset in used:

Use the username/password as administrator to access inside the admincp system(vBulletin Admin Control Panel) 2. After logged, on the left column you will see the option Languages & Phrases. 3.
