You can download languages from others or upload to share your translations with someone else. 
To save time, you go to download a language from existing one.

 Do the following steps:

1. Use the username/password as administrator to access the admincp system(vBulletin Admin Control Panel).

2. You are logged successfully

3. Then from the left side, click Languages & Phrases.

4. Next choose Download/Upload Languages.

5. To download a language, simply select it and an appropriate filename and click Download. 
The file you downloaded in XML extension (ex: vbulletin-language.xml)

6. To upload a language XML file from your computer or on the server, browse the file or use default name.

- Overwrite Language: If you select a existing language, it will be overwritten with the uploaded language. 
  Otherwise, select Create New Language, a new language will be created.

- Title for Uploaded Language: you may specify a title for language here if you are selected the Create New Language above field.
